1) Establishment of Oinam Ibohal Polytechnic


In order to fulfill the objectives of streamlining the training programmes conducted by this organization, a Polytechnic under the name & style of Oinam Ibohal Polytechnic was established at Oinam Bazar, Bishnupur District, Manipur in 1st August, 2000 with another centre at Sega Road, Imphal. The Imphal Centre of Oinam Ibohal Polytechnic was shifted to Keishampat Junction, Imphal-795001 in July, 2001. This Polytechnic is wholly owned and run by Nupi Khunai. Both the centres of this polytechnic had been accredited to DOEACC Society, New Delhi (A joint scheme of AICTE & Ministry of Communication & Information Technology, Govt. of India) to run DOEACC ‘O’ Level & “A” Level Courses. The accreditation nos. for Imphal Centre are 01550 for ‘O’ Level and A0468 for ‘A’ Level courses. We maintained reservation of seats for SC/ST/Disable Candidates as per prevailing Manipur Government Norms. The building of this Polytechnic is situated at the heart of Imphal city. This polytechnic was approved as Study Centre of Mahatma Gandhi University, (MGU) Meghalaya for running IT Courses from Diploma to Master Degree Level under Distance Education Programme (SC_Code: SN1301025) since 2012-13 Academic Session.

2) Establishment of IGNOU-OIP Community College


Vice Chancellor of Indira Gandhi National Open University (IGNOU), Prof. V.N Rajasekharan Pillai has kindly agreed Oinam Ibohal Polytechnic, Keishampat Junction, Imphal to launch IGNOU-OIP Community College vide VC, IGNOU letter no. IG/EDNERU/CC/09/1660 dt. 14th September 2009. The first joint Meeting of Oinam Ibohal Polytechnic (OIP) – IGNOU Community College Board and Academic Committee was held on the 17th December 2009 at 9 a.m at the Auditorium of Oinam Ibohal Polytechnic, Keishampat Junction, Imphal with Smt Ng. Bimola Devi, Chairperson, IGNOU-OIP Community College on the Chair. On this day, the Community College Board, the Academic Committee and the Examination Committee were formed. Vide Director, SSC letter no. IG/SSC/CC/27/CC-NTF/09/12 Dt. 13-01-2010 conveyed the three IGNOU Nominees to the three committees of the Community College by the Hon’ble VC of IGNOU. Thus, the Second Joint Meeting of IGNOU-OIP Community College Board and Academic Committee were held on the 13th February 2010 at 10=30 a.m and finalized the list of members in the three committees. IGNOU-OIP Community College is managed by a board consisting of the representatives of Directorate of Craftsman & Training, Govt. of Manipur, Computer Dept., Manipur University, IGNOU Representative, Manipur Electronics Dev. Corporation Ltd. (MANITRON, All Manipur Entrepreneurs Assn (AMEA) and Teacher Representatives. Besides the Board, the academic affairs is looked after by an Academic Committee consisting of Government representatives, Industry representatives, Manipur University nominee, IGNOU Nominee with Principal of the College as Chairperson. The Examination is conducted by a separate committee, again consisting of Government representatives, Industry representatives, Manipur University nominee, IGNOU Nominee with Principal of the College as Chairperson. Standardization and certification are responsible for IGNOU. This Institute is conducting Associate Degree in Computer Application, Diploma in Computer Application and 10 more Certificate Courses in various trades under IGNOU. The building of this Polytechnic is situated at Keishampat Junction, Opp. Churachandpur Parking. It has one Software Laboratory (25’ x 30’) size, two classrooms (25’ x 15’) each and one Hardware Laboratory (25’x15’). Vide resolution no. 9 of IGNOU-OIP Community College Board Meeting held in July 2011, it was resolved to merge this Community with Oinam Ibohal Polytechnic.

Organization of 2 day National Seminar on “Community Colleges – Opportunities & Challenges”.


The Oinam Ibohal Polytechnic (IGNOU-OIP Community College), Keishampat Junction, Imphal-795001 organized a one day National Seminar on ““Community Colleges – Opportunities & Challenges”” on the 17th – 18th March 2012 at Nupi Lal Complex, Imphal in association with IGNOU Regional Centre (Imphal), Manipur Library Association (MALA), Imphal and IRDEO, Wangbal, Thoubal. Dr. Thokchom Meinya, Hon’ble M.P, Lok Sabha and Dr. I. Ibohalbi Singh, Hon’ble MLA, 25-Oinam A/C was the Chief Guest and President in the Inaugural Function of the seminar, respectively. Dr. Kh. Khomdon Singh, University Librarian, Manipur University also Advisor of MALA, welcomed the delegates. Shri Nillababu Oinam, Principal of Oinam Ibohal Polytechnic, Keishampat delivered the key note address of the seminar. A Souvenir was also released by the Chief Guest to mark the occasion. A documentary film titled “ Nongdi Ngallaklaroi (..the sun will never rise)” directed by Shri K.B Engaremba and produced by Oinam Ibohal Polytechnic was also released by the Chief Guest and President of the function. Gold Medal and Silver Medals were distributed to the Physically Handicap and Visually Impaired students of Oinam Ibohal Polytechnic, who stood first and second position in the final Examination of DCA for handicap under ERNET-NAB Scheme 2012. The Award was donated by Shri K.B Engaremba and Smt. Ngangom Bimola Devi in fond memory of their late fathers respectively. Several resource persons read out their papers in two technical sessions in different topics. The first technical session was chaired by Dr. R.K Ranjan Singh, Director, College Development Council, Manipur University. The second technical session was chaired by Dr. R.K Ranjit Singh, Retd. Director, IGNOU Regional Centre, Imphal. In this session In the Valedictory Function of the seminar, Dr. Th. Khomdon Singh, Librarian, Manipur University delivered the welcome address. Dr. M. Premjit Singh, Director (Extension), Central Agricultural University, and Shri Ngangom Tejkumar Singh, Public Prosecutor, Govt. of Manipur were the Chief Guest and President respectively of this function. Sri D.K Singh, Project Officer, IRDEO, Wangbal delivered the vote of thanks. The seminar was sponsored by Ministry of DONER and Dept. of IT, Govt. of India.

Free Coaching for Minority Communities


Oinam Ibohal Polytechnic is running free coaching for minorities communities as per syllabus of Staff Selection Commission (SSC) Common Exam. For LDC, Stenographers, Data Entry Operators, etc. under the Grant-in-aid for Free Coaching for the Candidates belong to Minority Communities under Ministry of Minority Affairs, New Delhi since 2012. So far 100 students had been completed and 50% of which got employment just after passing the exam.

Skill Training for BPL Families.


103 students, who belong to BPL was trained DOEACC ‘O’ Level, DCA and CCA courses in Nov 2012 under Grant-in-Aid from MUDA, Govt. of Manipur for imparting Skill Training to BPL Families in Urban Areas under STEP -UP Component of SJSRY Scheme 2011-12.

Establishment of RGCSM Centre at Imphal


Learning site (Project HIFAZAT) Nirvana became functional in July, 2011 .During its 1st PHASE of operation, Nirvana foundation Learning Site has been recognized as centre of repute in the area of capacity building on Harm reduction in general and Targeted Intervention in particular. And also become a recognized resource centre for proving quality training to peer educators those who work in the area of IDU-TI on Harm reduction. And we continue in II phase also by training the peer educators and ORWs in the area of harm reduction.

Skill Dev. Programme for self-employment in IT/ITes/BPO Industry under Ministry of Minority Affairs.


The 7th Sectoral Summit on IT/ITes/BPO Industry for NE organized by North Eastern Council, Shillong which was held at Kohima, Nagaland from 31st July 2007 to 1st August 2007 decided to conduct NASSCOM Assessment of Competence (NAC) test in every state of N.E. in November & December 2007 with a target to employ 20,000 educated youths in IT/ITeS/BPO Industry. Accordingly, the Oinam Ibohal Polytechnic, which is run by those organization started the coaching class for this NAC test known as SkillBridge in collaboration with 24 X 7 Learning Private Ltd., Bangalore. The course was launched on 22nd Sept. 2007 by Shri P. Saratchandra, I.A.S., Principal Secretary, Higher and Technical Education, Govt. of Manipur. The primary aim of the course is to enhance employability of the local graduate in the field of IT/ITeS/BPO Sector and make them easier to succeed in the NAC test, which is to be conducted in all the N.E. states twice every year. Vide Ministry of Minority Affairs letter no. 2(1)/2009-PP1 dt. 29th December 2009, the ministry approved 60 trainees who belong to Minority Communities for two months training course in Skill Development Programme for Enhancement of Employment in IT/ITES/BPO Industry (SKILL DEV. IN IT). In this regard, the coaching scheme was conducted from the 15th February 2010. The success rate is 100%. Out of this, 26 nos. of passed trainees have got employment. So far 270 students trained by this Polytechnic. Out of this about 160 students got employment direct or indirect. 20% of which is belong to SC/ST candidates.

ICT Vocational Centres, (2 nos) at Oinam Centre and Imphal Centres for Physically Challenged Students


The Oinam Ibohal Polytechnic is encouraging the Physically Challenge Persons from 2008 in several levels of Computer training like Diploma and Certificate in Computer Application by exempting 50% of the course fees. From the academic session 2009-10, we decided to waive off 100% of the course fees. However, the no. of seats for PH students limited to 25 only. In 2010-11 session, two ICT Vocational Training Centres for Physically Challenged Students at both the Centres of Oinam Ibohal Polytechnic had been set up at Oinam and Imphal under ERNET, Ministry of Communication & Information Technology, New Delhi for the first time in Manipur. The course started from 15th March 2010 and attended by 49 nos. of Visually Impaired, 26 nos. speech and hearing impaired and 59 nos. of physically disabled students. The ERNET sanctioned for Hardware and Software including furniture and Broadband Internet Connection for the two Centres. Four Faculties of Oinam Ibohal Polytechnic attended the Teacher’s training Programme arranged by National Association for Blind (NAB), New Delhi on assistive devices and softwares for disabled at NAB Centre, Kolkata during 15.01.2011 to 26.01.2011. In the second batch of the training program, both the centres followed the syllabus and curriculum prescribed by ERNET-NAB. In the academic session 2014-15, 50 nos. of Visually Impaired, 50 nos. speech and hearing impaired and 50 nos. of Physically Handicapped persons was selected for the programme. About 50% of the students both girls and boys are residing in a private hostel in separate rooms free of cost. The expenditure for fooding and lodging of the V.I hostellers are meeting from the organizational fund. So far, no financial assistances received from any private or organization or State/Central Government for running such hostels. This Polytechnic is a Government recognised Vocational Training Centre (V.T.C) for Disables, registered under PWD Act 1995 by the Social Welfare Dept., Government of Manipur. Regd. No. 73 of 2010. Even though ERNET stopped for providing and all sorts of help from 2013-14 financial year, we will still continuing the courses in the interest of Persons with disability. At the end of 2014-15 financial year, the Ministry of Social Justice & Empowerment, Government of India was kind enough to sanction to establish two vocational training centres one for Visually Impaired and the other for hearing impaired. So far, (1) Km. L. Siroita Chanu, a passed trainee of Physically Handicapped ICT Centre of this polytechnic has been appointed as Supervisor of Social Welfare Department, Government of Manipur, (2) Km. Heisnam Asharani Devi, a passed trainee of Physically Handicapped ICT Centre of this polytechnic has been appointed as Computer Teacher in the Kumari Government High School, Imphal West, (3) Km.Th. Bidyarani Devi , a trainee of Visually Impaired ICT Centre of this polytechnic and Shri K. Sanjoy Singh, a trainee of Physically Handicapped ICT Centre of this polytechnic have successfully completed of DCA (Diploma in Computer Application) in first class in the June 2011 Examination under IGNOU Community College Scheme and (4) we are helping 4 more PH & V.I students who completed DCA under ERNET –NAB to apply for appointment as Junior Clerk in Northeast Frontier Railway, Guwahati under special drive for appointment of Persons with Disabilities, (5) Shri L. Subash Singh, a V.I Student topper in the last final exam in April 2012, have appointed as Office Assistant in our polytechnic w.e.f 1st June 2012, (6) Shri P. Yaiphaba Singh, a passed DCA student under the same scheme had got employment as Computer Operator in Manipur Electronics Dev. Corpn. Ltd,(MANITRO), Takyel Industrial Estate, Imphal, (7) two V.I students (Shri Mangi & Km. Nganthoi) has passed the TET Exam. of Education Department, Govt. of Manipur and awaiting appointment orders. They might not enjoy such facilities if they did not study Computer course from this polytechnic under ERNET-NAB Project. Besides that Sri Ng. Maipaksana Singh and Th. Olen Singh, both Physically Handicapped persons, who complete the DCA in 2011-12 batch, has been appointed as Faculties of this Polytechnic from 2013.

Registration as V.T.P under S.D.I Scheme of D.G.E.T, Ministry of Lab.& Empl.


The Oinam Ibohal Polytechnic has been registered as Vocational Training Provider (VTP) under Skilled Development Initiative Scheme (SDIS) of Directorate General of Employment & Training (DGE & T), Ministry of Labour & Employment, Govt. of India, New Delhi, with Regn. No. 414060003 dt. Oct 30, 2012 for providing Vocational Trg. Courses in several trades in Computer & Allied fields. There are 52 Courses in 10 sectors like (1) BANKING & ACCOUNTING, (2) ELECTRONICS, (3) INFORMATION & COMMUNICATION TECHNOLOGY, (4) SOFT SKILLS, (5) TEXTILES – SILK, (6) Food Processing & Preservation, (7) TEXTILES – CHEMICAL PROCESSING, (8) Retail , (9) SERICULTURE & (10) ELECTRICAL.. 25% of fees will be relaxed for Physically Challenged Persons and Women candidates. The session has started from 1st December 2012. All the successful candidates trained under this scheme, all fees shall be reimbursed to the successful candidates by the Ministry of Labour & Employment and certificates will be issued by NCVT, Govt. of India, New Delhi. The present success rate now rise up to 99%.

SSC Coaching Scheme to SC/ST candidates under DGET.


The Oinam Ibohal Polytechnic started providing training to 25 SC/ST candidates under Special Coaching Scheme 2010-11 (phase 17/12) (November 2010 Batch) from the month of November 2010 under Ministry of Labour : D.G.E.T, Govt. of India as approved Institute of the Ministry in Manipur. The Sub-Regional Officer (Imphal) of the Ministry selects the beneficiaries of the Coaching Scheme every year. At the end of the Coaching an exam will be taken by the Ministry and Certificates will be issued to the successful trainees of the coaching. So far, 125 nos. of SC/ST educated unemployed students had been trained in three batches. The pass % is 75 and employment % is 65.

Free OBC Training through NIELIT.


2 months. Free Skill Development training in (i) Certificate course in Multimedia ( 50 students), (ii) Certificate Course in PC Hardware & Networking (25 students), (iii) Certificate Course in Computer Application (25 students), (iv) Certificate Course in Financial Accounting (25 students), (v) Certificate Course in Mobile Maintenance (50 students), (vi) ITES BPO (Customer Care) (50 students) and (vii) ITES BPO (Retailer) (50 students) to 275 nos. of students who belong to OBC were trained starting from 16th February 2015. The Course was conducted through National Institute of Electronics & IT (NEILIT), Kolkata and it was financed by National Backward Classes Financial Development Corporation (NBCFDC), Delhi.

Income Generating Program for Self-Help-Groups.


In Manipur, the role of rural women in solving socio-economic problems is worth appreciation. They involve in all the activities of livelihood. However, they do not have any capital to start any venture. The credit needs of poor women, particularly those in the unorganized sector, have not been address adequately by the formal financial institutions in the state. Thus, it is needful for a quasi-informal credit delivery mechanism with minimal and simple procedures, disperses quickly and repeatedly, has flexible repayment schedules, links thrift and savings with credit and has low transaction costs for the borrower and lender. With this in mind, this society started formation of Self Help Groups (SHG’s) of rural poop women in Oinam and its surrounding area from April, 2000. So far 28 SHG’s consisting of around 500 members are benefited out of this scheme. The organization conducted Two Days Free Medical Camps for animals on 11.05.2010 at Oinam with the help of Doctors of Veterinary Office at Oinam. About 10 buffalos, 15 cows and 10 nos. of dogs were treated in the camp.

Farmers Training Programme.


This year the Nupi Khunai conducted one day Farmers Training Programme at Keinou Viilage in Bishnupur District on 1.12.2014 to enhance production of agricultural products like rice, potato, mustard, cauliflower, etc. The programme was attended by 50 farmers from Bishnupur District.

Environment Awareness Campaign.


The Nupi Khunai organized a one day Environment Awareness Campaign on 5th August 2014 at the community hall of Khoijuman Community Hall, Bishnupur District. About 60 nos of delegates attended the campaign.

Dress Making: (Tailoring, Embroidery, Knitting etc) Training cum Production Centre.


Tailoring, Embroidery and Wool-knitting training cum production Centre of Nupi Khunai are the activities which are taking up from the very establishment of Nupi Khunai. Around 600 rural women were benefitted from this training programme. This training centre is running with the resources from the organization. So far, no grants is received for this programme.

JEE Coaching Class.


The Oinam Ibohal Polytechnic is continuously conducting JEE (Main) Exam Coaching since 2010. The minimum qualification is XII Sc (Phys, Chem & Math). So far, around 100 students completed the course and out of which about seventy students in several Engg. Colleges.

Sericulture Programme.


The Nupi Khunai, organized 10 days training programme from 15th January 2008 to 25th January 08 at the Oinam Public Hall on the topics of (i) Methodology for propagation and cultivation of Mulberry and caster and its maintenance with reference to the agro-climatic conditions of Manipur. (ii) New techniques of mulberry and erri silkworm rearing and its importance for the upliftment of rural economics, (iii) Sorting stifling, coocking and pre- treatment of cocoon and techniques of reeling and spinning, and (iv) Techniques of silk dyeing , warping, weaving –its importance in Manipur. Six days were confined in practical training classes for the course. The training was attended by 50 trainees from Bishnupur District. 5 resource persons delivered lectures along with practical demonstrations. This society is running one Sericulture firm measuring an area of 2.5 Acres and planting 18,000 mulberry plants at Waroiching. Four nos, of rearing houses are constructed at the site of the firm under JBIC-Sericulture Dept., Manipur Govt. funding Scheme. 12 nos. of racks with equipments have been installed under the scheme. There are many Silk Reelers and spinners in and around Oinam including Keinou Village, Yumnam Khunou Village, Irengbam Village, Leimaram Village, Heinoubok Village etc. Since the introduction of Manipur Sericulture Project and Catalytic Developments on Erie and Mulberry sectors, the Erie and Mulberry Cocoons are producing in Bishnupur District. However, there is no market support neither from the Government nor from any organizations. As a result cocoon and silk yarn producers could not get remunerative prices for their products. To overcome this situation and also to support the producers of the district, this organization has started marketing support activities since 2009-10 and continued till date. So far, this financial assistance will be operated as non-eroding fund of the society for the purpose. This organization is supplying silk cocoons to them and purchasing the silk yarns from Reelers and Spinners and again supply to silk weavers of these villages at reasonable prices.

Target englishschool for SC students.


This primary school is running since 2000 from class I to V. It is situated at Leimaram, a village inhabited by Scheduled Caste peoples in Nambol Block, Bishnupur District, Manipur.It has six class rooms and one Teachers Common Room of size 15’ x 20’ each and one Head Mistress’ Office. The school campus covers an area of 0.17 ha. It has five experience teachers. This school is running without receiving any grants from the Government or private organizations.
